Robert Westinghouse
Bob Westinghouse’s practice consists of white-collar criminal defense, including the representation of targets and witnesses in grand jury and SEC investigations, as well as taxpayers faced with federal and state criminal tax investigations. Bob has also conducted a number of complex, high-profile internal investigations, preparing detailed, fact-based investigation reports.
Bob is an experienced trial lawyer. As a former federal prosecutor with the United States Department of Justice for more than 37 years, Bob has a wealth of experience in the courtroom, successfully trying bank fraud, tax fraud, health care fraud, bankruptcy fraud, securities fraud, and government program fraud cases, many of which were multiple weeks in length. For the last seven years of his career in public service, Bob led the Criminal Division of the United States Attorney’s Office in Seattle as the Criminal Chief. In addition, Bob also has significant experience as an appellate practitioner, having briefed and argued a number of cases, including a successful en banc argument, before the United States Court of Appeals for the Ninth Circuit.
After a one-year appellate clerkship, Bob’s career as a trial lawyer began in the San Mateo County District Attorney’s Office, where he tried many felony and misdemeanor cases as a young deputy prosecutor. In 1974, Bob moved to the United States Attorney’s Office in Seattle, where he gravitated to white-collar cases. During his tenure as a federal prosecutor, he personally handled or directly managed many of the most important and complex criminal investigations in that office. Bob served as lead counsel in the successful prosecutions of those responsible for a multi-million-dollar derivatives scheme, for complex federal income tax evasions, and for the promotion of heavily-marketed tax avoidance scams. Bob also directed investigations focusing upon cases involving billing fraud by defense contractors and health care providers. His work resulted in global resolutions consisting of large monetary recoveries and, in many instances, individual or corporate criminal convictions.
As the Criminal Chief, Bob was responsible for overseeing all the criminal investigations and prosecutions in the office. Bob utilized a “hands-on” management style as he monitored the work of approximately 50 prosecutors in such diverse areas as conspiracy, cybercrime, corruption, tax fraud, environmental crime, Export Control Act violations, money laundering, and asset forfeiture. Bob was nationally recognized for his experience and knowledge of federal criminal law. He served on the Department of Justice Criminal Chief’s Working Group, providing guidance and direction on Criminal Division policy matters at the national level. Bob also lectured regularly at the Attorney General’s Advocacy Institute in Columbia, South Carolina. Before assuming his role as Criminal Chief, Bob served as Senior Litigation Counsel. He also served for almost 20 years as the supervisor of the Fraud and Asset Forfeiture (Complex Crimes) Unit.
After leaving the Department of Justice in 2013, Bob worked with the Yarmuth Wilsdon law firm successfully representing clients in a wide range of federal and state criminal and securities matters. He also prepared detailed, data-driven investigation reports for both public entities and private businesses. His practice has included both corporate and individual clients who were facing fraud, tax, SEC, and FCPA investigations. It has also included the representation of multiple clients who have been the focus of prosecution, grand jury, and SEC investigations, but have avoided criminal charges or SEC complaints.
At Goldfarb & Huck, Bob, looks forward to continuing to provide the highest quality of legal representation to clients who are facing government investigations whether through the Department of Justice, SEC, or other federal and state agencies. He is committed to providing his clients with his personal attention, being certain that he is available whenever clients call.
Bob is a graduate of Stanford Law School and The Ohio State University. He is admitted to practice before all state and federal courts in Washington and the U.S. Court of Appeals for the Ninth Circuit.
